Malta Permanent Residence Programme Regulations
The scope of the Malta Permanent Residence Programme Regulations is to prescribe in accordance with the Malta Immigration Act, the requirements and administration of the granting of Maltese Permanent Residency on the basis of investment. The MPRP is based on three different investment requirements, being an investment in residential property, a government contribution and a charity donation. The success of the programme lies in the fact that it grants permanent residence for life.

Eligibilty Criteria for Malta Permanent Residence

- All the applicants need to be non-EU nationals.
- The main applicant needs to declare and provide evidence that s/he is in possession of assets having a value of not less than €500,000 out of which a minimum of €150,000 shall be in the form of financial assets.
- Applicants who are citizens or who have close ties with Afghanistan, North Korea, Iran, Democratic Republic of Congo, Somalia, South Sudan, Sudan, Syria, Yemen, Venezuela, Russia and Belarus are ineligible to apply for MPRP.
- The bought or rented qualifying property may not be shared with or sub-let to third parties and needs to be held for five years.
- The applicant is to be a fit and proper person and must submit a recent police clearance certificate issued from the country/ies of nationality and country/ies of residence.
- The applicant should not be of any potential threat to the national security, public policy or public health.
- The applicants should be covered by a health insurance covering them in Malta.

Process Timeline – Malta Permanent Residence Application

- The applicant prepares the necessary documentation and official forms for all the family with the help of their Licensed Agent
- The Licensed Agent submits the MPRP application for the family
- The Government Agency is committed towards a processing time of around 4-6 months from application submission.
- The applicant receives the In Principle Approval requesting the contribution payment, making the philanthropic donation and choosing the property to rent or purchase.
- The applicants will then visit Malta for the biometrics to be taken in order for their residence card to be issued.
- An application under The Malta Permanent Residence Programme (MPRP) may only be submitted to the Residency Malta Agency through the services of a licensed agent.
